CONSULTATION PROCESS ON ADDRESSING SOCIAL EXCLUSION IN DLR
Southside Partnership (SSP) DLR is a local development company
SUPPORTING PEOPLE AND COMMUNITIES IN THE DUN LAOGHAIRE RATHDOWN AREA
OF CO DUBLIN. Its mission is to address disadvantage, social exclusion
and inequality through a range of innovative and responsive strategies
and actions. It operates from a community development approach, with
the principles of equality, partnership, participation, social justice
and empowerment at the core of what it does.
Southside Partnership DLR is now inviting tenders from individuals /
organisations with relevant experience and expertise to complete a
consultation process for our Social Inclusion Community Activation
Programme (SICAP) programme and overall strategic planning. The aim of
the research is conduct a county wide social inclusion consultation
process, engaging key stakeholders, to identify key issues and
emerging themes that SSP can then work with to inform current practice
and future planning, recommending potential responses that will
promote social inclusion and diversity in the county. The consultation
process will also form part of our SICAP and overall Strategic

It is important that applicants demonstrate knowledge of the SICAP
programme, the role of Southside Partnership, and a good understanding
of social inclusion and the barriers people face.
RATIONALE
Poverty and social exclusion is multi-faceted and combating it
requires us to work in partnership with Local Community Groups and
other key stakeholders to develop effective responses. Communities
need to be equipped with strategies and tools for adequately assessing
the realities of disadvantage in a more proactive way. We know that

it has affected how groups and individuals meet and engage with each
other.
We know also that the needs of some groups have changed over the last
two years and issues of isolation, mental health and wellbeing have
come more to the fore. We are aware of, and are working with new
groups in the county (e.g. Ukrainian refugees and people seeking
international protection).
Much of the planning of our SICAP work took place prior to these
changes and we would now like to undertake a consultation process to
assess our work in supporting communities in a changing context, the
emergence of new needs and to assist us in developing strategic
responses to these needs.
We are now undertaking a planning process to feed into the new SICAP

Strategic Plan for the organisation. This consultation will form a key
start of that process.
OVERALL AIM OF THE CONSULTATIONS PROCESS
To engage the stakeholders in the DLR community to collectively
identify issues of social exclusion and poverty, recommend appropriate
responses for Southside Partnership DLR that actively promote social
inclusion and diversity in DLR.
OBJECTIVES
* To identify key social inclusion needs in the DLR county and the
role that Southside Partnership currently plays in addressing them
* To find out what supports, information sharing, networking and
other opportunities Local Community Groups engaged in addressing
social exclusion and poverty would benefit from
* To bring key stakeholders, including agencies and community groups
involved in addressing social exclusion in DLR together for focus
groups/workshops on themes related to social exclusion
* To carry out a brief socio-economic analysis of change in key
trends relating to social exclusion and poverty in DLR (a more
detailed analysis will be undertaken during **Apply on the website**).
OUTPUTS
* Regular communication and meetings with Social Inclusion and
Community Resource Centre teams to discuss progress and develop the
process
* In-depth community and stakeholder consultations
* Interim report to be submitted in January **Apply on the
website**, with summary of key findings/trends
* Presentation of key findings and discussion on next steps at
symposium in February **Apply on the website**
* Finalised report in March **Apply on the website**, outlining:
* Brief socio-economic analysis of social exclusion in the county
* Key findings of research / consultation process, including
methodology
* Summary of strategic recommendations to feed into SSP Strategic
Plan and SICAP plan
METHODOLOGY
The final methodology will be agreed with an advisory group, which is
being established to oversee the consultation process. We would like
the process to be creative, interactive and draw on principles of
community development, including participation, social justice and
equality. The consultant(s) will be expected to use methods that are
accessible and proven to work within a community setting.
The types of methods this may involve include:
* Focus groups
* Community consultations using creative methods
* Individual interviews with key stakeholders
* Short survey(s)
* Desk based research
At the end of the process, we would like to organise a symposium for
participants and other stakeholders to attend that will present some
preliminary results and involve thematic workshops on social inclusion
in the county.
The key aspects of the consultation/research will involve:
* Identifying up-to-date social inclusion needs of community through
group and individual consultations with:

* Southside Partnership SICAP and other staff
* Other key stakeholders in the county including Tusla, DLR County
Council, Drugs and Alcohol Task Force, Family Resource Centres,
voluntary groups, DLR Volunteer Centre etc.
* Representatives of particular target groups (e.g. refugees,
unemployed, disadvantaged women, youth at risk, Travellers etc.)
* Desk based research on key social exclusion issues, trends and
some statistics in DLR County
* Bringing key stakeholders together at the start of the process to
launch it (and recruit participants) and for a symposium at the end of
the process to discuss preliminary results

NOTE:
Southside Partnership and the social inclusion advisory group will
support the successful applicant of the Research Project by:
* Providing lists of Local Community Groups to be consulted
* Provision of key documents and background information
* A designated contact within SSP will be available to answer
questions and provide information throughout the process
* Providing venues and support with organising consultations
* Logistical support in organising the final symposium
* Identifying other key stakeholders
REQUIRED FORMAT OF TENDER
The tender document should provide the following information:
* OVERALL APPROACH to the work
* A PROPOSED METHODOLOGY, including specific research methods and
timeframes
* CONTACT DETAILS of person tendering or lead person within the
organisation tendering
* UP TO DATE CURRICULUM VITAE of the person(s) responsible for
carrying out the work
* LIST OF EXAMPLES OF SIMILAR WORK, including at least one reference
* QUOTED PRICE WITH BREAKDOWN OF COSTS. Maximum budget for
Consultation Project is ?8,**Apply on the website**, excluding VAT,
should this apply. The breakdown should provide the daily rate and
total estimated number of days.
* CURRENT TAX CLEARANCE CERT ? copy of cert or revenue link
* PROFESSIONAL INDEMNITY INSURANCE CONFIRMATION (if in place)
NOTES
* Price should include actual price and any associated costs (no
additional fees except those originally quoted will be paid and any
additional costs will be a matter for the contractor themselves).
* There is the possibility that there will be a combination of
face-to-face and virtual engagement, participants must be available
for face-to-face consultations as required. Any associated travel
costs will be covered by the applicant.
* Southside Partnership DLR is committed to the principles of

Partnership
* Southside Partnership DLR will not be liable in respect of any
costs incurred by tenderers in the preparation of tenders or any
associated work

SELECTION PROCESS AND CRITERIA
Southside Partnership DLR is required to obtain the best value for
public funds and is committed to treating all quotations fairly. A
contract will not necessarily be awarded to the lowest price quotation
but to the one that, in the opinion of the assessment team, is in
accordance with the assessment criteria and that offers the best value
for money in terms of the level of the service offered. SSP also
reserves the right not to offer the contract to any applicant.
AWARD CRITERIA
Proposals will be assessed using the following criteria
* Proposed methodology and approach to the work, including experience
of using creative consultation methods in a community setting
* Demonstrated understanding of social inclusion and community
development responses
* Correct documents and information supplied
* Experience and qualifications of applicant to complete this work
* Quoted price and value for money
